About ISU Legacy Insurance

Waggoner Insurance was originally founded in 1979 by Philip Waggoner, whose career in insurance began alongside his close friend and colleague, James Choi—founder of MIJU Insurance Group Inc. The two worked together selling life insurance at a large national insurance company in Virginia, where they built a strong professional bond and shared a vision of providing more personal, client-focused service.

Eventually, both Philip and James chose to step away from the corporate insurance world and establish their own independent agencies. In a twist of fate, they later discovered they had both settled in Georgia—raising their families and growing their businesses just ten miles apart. It truly was a small world, and their professional connection remained strong throughout their careers.

James Choi passed away in 2017, followed by Philip Waggoner in the fall of 2023. After Philip’s passing, Dior Choi—son of James Choi—stepped in to support Waggoner Insurance clients and ensure continuity of service. Shortly thereafter, the agency was acquired and became a sister agency under MIJU Insurance Group.

In 2023, Waggoner Insurance was renamed ISU Legacy Insurance to honor the legacy of both founders. The name also reflects the multi-generational commitment to service, as Philip’s son, Jason Waggoner, had also worked within the agency prior to the transition.
Today, as part of the MIJU Insurance Group family, ISU Legacy Insurance clients benefit from expanded resources, broader insurance solutions, and a more comprehensive approach to meeting their insurance needs—while still receiving the personal service and care the agency has always been known for.
